Duties
- You will conduct studies on cost-effectiveness to determine the most efficient use of organizational resources.
- You will interface with the COR to ensure timely and accurate contract administration services.
- You will create contract management strategies with measurable metrics to monitor and evaluate project progress.
- You will develop and enforce policies to ensure compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).
- You will coordinate and evaluate the IRM Program to meet immediate and long-term training needs.
- You will conduct regular reviews to ensure adherence to contract provisions and oversee contractor performance.
- You will organize follow-up activities based on inspection reports and document corrective measures taken.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized Experience May Include:- Overseeing facility support contract actions for compliance with contracts requirements for the Base Operations.
- Identifying client support requirements to ensure appropriate service contract tools are in place to meet customer requirements.
- Developing and implementation of policies, procedures to ensure regulatory compliance to improve effectiveness.
- Developing and maintaining quality oversight plan to prevent fraud and waste within the command.

Must be able to obtain/maintain a Top Secret (SCI) clearance and an official passport.
Test Designated Position: Due to the requirement to acquire and maintain a Top-Secret clearance, the incumbent is subject to pre-employment and random drug urinalysis testing while assigned to this position.
WORK ENVIRONMENT - The work is mostly sedentary with frequent visits to other offices within the command. There may be some walking, standing, bending, carrying of light items (such as papers, books, or small manuals). Mobility is required since frequent visits to investigation or inspections sites, and offsite installations/ships are necessary. The incumbent must be able to physically negotiate ladders, stairways, and restricted areas.
PHYSICAL DEMANDS - The work is usually performed in an office setting requiring normal safety precautions. On-site visits and travel is accomplished by military or commercial aircraft to countries of the Middle East and Southwest Asia or the U.S. On occasion, the incumbent may be required to work under hazardous conditions in areas of changing climatic conditions, both indoors and outdoors, aboard ship, or aircraft.

Pay retention may be granted when certain conditions are met. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
