The Tendering, Estimating & Engineering Director plays a critical leadership role in positioning the Construction Platform for growth and operational excellence. The ideal candidate is highly experienced in leading Estimation, Tendering, and Business Development efforts.

Position Overview
The Tendering, Estimating & Engineering Director holds a strategic leadership role within the Construction Platform, driving business development, tendering, estimating, and engineering functions. This role is pivotal in aligning commercial strategy with operational readiness, ensuring the delivery of competitive, high-quality, and technically robust tenders across multidisciplinary business units. The position is also key to the platform's digital transformation and process excellence.
This role provides direct leadership within the Contracting OpCo and functional oversight across the wider platform, ensuring coordination and excellence in pre-contract and engineering activities.
Core Responsibilities
Strategic & Commercial Leadership
- Define and execute the pre-contract strategy in line with the Construction Platform's 3-Year Business Plan.
- Contribute to overarching growth strategies alongside the MD and senior leadership team.
- Play a lead role in setting tender strategies and participating in executive-level risk reviews.
- Own and manage the Gate Process from pipeline creation to tender submission, contract award, and operational handover.
Business Development & Pipeline Management
- Oversee business development across key sectors, cultivating client, consultant, and government relationships.
- Maintain an active, high-quality pipeline aligned with strategic objectives and profitability goals.
- Monitor market trends, competitor activities, and prequalification opportunities.
- Drive strategic positioning through innovative proposals, partnerships, and technical differentiation.
Tendering & Estimating
- Lead tender strategy development, bid/no-bid evaluations, and tender review sessions.
- Establish first-principle and best practice estimating standards.
- Ensure competitive, accurate, and thoroughly reviewed pricing and estimates.
- Drive continuous improvement in estimating processes, leveraging digital tools and cost databases.
- Implement and enforce a robust Information Management System (IMS) framework across tendering activities.
Engineering (Pre-Contract & Execution Support)
- Build and lead a high-performing Engineering department with strong design and construct (D&C) capabilities.
- Oversee multi-disciplinary reviews and value engineering for all tenders and project handovers.
- Ensure innovation, constructability, compliance, and seamless execution alignment.
- Provide ongoing engineering support during project delivery, ensuring integration with operational teams and technology systems.
Construction Technology & Transformation
- Champion the use of modern construction technologies such as BIM, 4D planning, modular/offsite construction, and digital estimating.
- Lead the integration of digital tools and workflows into pre-contract and engineering functions to support enterprise-wide transformation.
Governance, Risk & Compliance
- Ensure full compliance with internal governance protocols, client mandates, and regulatory frameworks.
- Lead early-stage risk identification and mitigation through comprehensive technical and contractual assessments.
Experience & Background
- Minimum 20 years' experience in large EPC/turnkey contracting environments, with at least 5–7 years in senior leadership.
- Deep experience across estimating, technical tendering, and pre-contracts, particularly in infrastructure, buildings, industrial, and energy sectors.
- Track record of leading D&C and full turnkey project pursuits across diverse construction businesses.
- Prior involvement in major project execution and handover processes.
- Proven ability to lead successful, complex tenders in competitive markets.
- Demonstrated contribution to digital transformation initiatives within the construction industry.

- Commercial & Estimating Expertise: Mastery of cost structures, unit rate development, market pricing, and first-principles estimating.
- Engineering Acumen: Strong command of multi-disciplinary design principles across sectors.
- Strategic Leadership: Ability to translate commercial goals into actionable strategies.
- Collaborative Mindset: Skilled at cross-functional leadership with peers in operations, HSSEQ, controls, and supply chain.
- Digital Fluency: Proficiency in BIM, digital estimating platforms (Candy, CCS, CostX), CRM tools, and Microsoft 365/Power BI.
- Execution Excellence: Hands-on involvement in pricing reviews and engineering validation; sets high standards for quality and detail.
- Communication & Influence: Clear communicator and skilled negotiator with both internal teams and external stakeholders.
- Accountability: Ownership of the accuracy and competitiveness of all submitted tenders.
Qualifications
- Bachelor's degree in Civil, Structural, Mechanical, or Electrical Engineering (required)
- Master's degree in Construction/Engineering Management or MBA (preferred)
- Professional certifications such as PMP, RICS, or Chartered Engineer (desirable)
