- Mission essential positions are those that are needed to ensure the continued operation of mission essential functions of an activity.
- Must fulfill security/criminal history background check requirements. For U.S. personnel the ability to obtain and maintain a Tier III, Secret clearance is required. For LN personnel an appropriate host nation equivalency for Tier I.
- Incumbent may be required to board vessels to provide FFSC Return and Reunion Programs to crewmembers while the ship is in port, underway or enroute to homeport from last port call.
- Mission Essential designations are not prescribed by DTM 17-004. This decision is based on the type of work and supporting activities necessary to ensure organization or facility continuity of operations essential to the mission.
- This is a Mission Essential Position. A position may be designated as mission essential, consistent with the criteria described in DoD Instruction (DoDI) 3020.42 “Defense Continuity Plan Development.
- This position is not E-E, or Key.
- In case of emergency situations involving military families, incumbent may be on a twenty-four hour, seven-day week, on call status.
- Situations will be interpreted by higher authority as to determination of an emergency but, in most cases, would be natural disasters or disasters at sea and/or planes.

**Qualifications**:
Fleet and Family Support Program (FFSP) mission, functions, policies and procedures; mission requirements, program goals and objectives impacting personnel and their families.

Knowledge of WFL services required by congressional and DoD/DoN instructions, policy and mandates to be provided to Service members and their families. The incumbent will provide direct WFL support to U.S. military, civilian and contractor personnel and their families to include the inbound and outbound relocation processes, and support family adjustment to host nation/cultural differences as needed. As applicable to the WFL area of responsibility, the incumbent will support the command mission for maintaining a positive relationship with host nation citizens/services for areas/issues of mutual support. In-depth knowledge of the Navy organization, mission and lifestyle is required. Knowledge of U.S. military command structure, missions, programs, and organizational relationships and a thorough knowledge of quantitative and qualitative methods and techniques to develop and alter necessary support to meet changing operational missions and programs.

Knowledge of the professional methods necessary to counter any inherent psychological and/or socioeconomic stresses caused by prolonged separations which affect individuals, families, mission performance and command readiness. Skilled in providing solutions and resources to leadership and families to mitigate current challenges.

Knowledge and extensive experience in developing needs assessments, standardized FFSC plans, policies and procedures for the oversight and provision of WFL programs. The incumbent will need the ability to supervise a professional staff of WFL Consultants,

Personal Financial Managers, and Administrative Staff. Possesses the knowledge in management practices and procedures and the experience in supervising and leading work groups to accomplish organizational goals. Skills in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism in interactions with employers, leadership of organizations, and with program representatives and officials.

Knowledge of individual and family needs and interpersonal relationships, coping mechanisms of military families dealing with culture shock, adapting to diverse geographic, economic and cultural communities, and the on-going and changing needs required by the highly mobile military lifestyle. Knowledge of, and experience in, the delivery of education services, with a focus on human/personal growth and development. Proven skills in developing and coordinating family enrichment programs to meet identified needs.

Expertise in program development, curriculum delivery, curriculum review and update in adult learning theories. Ability to interpret program evaluations needs assessment feedback and survey data and to implement results in program delivery and market planning. Ability to absorb new knowledge and have substantial adaptation to changing conditions quickly and or development of new approaches, methods and techniques.

High level of skill in interviewing and counseling to enable clients with a wide variety of vocational, educational, and social problems to receive, assimilate, and make realistic career, transition, relocation, and other life and work choices; establish the nature and extent of concerns/issues; provide assistance in developing goals and plans; and determine appropriate referral services/options when frequently there is difficulty in determining clients’ needs, wants o
