About the Role:

We are seeking an experienced HSE Officer specializing in offshore construction and marine projects to ensure the highest standards of health, safety, and environmental compliance across our offshore operations. The ideal candidate will have extensive experience in marine construction safety, risk management, and offshore HSE protocols.

Key Responsibilities:

  • HSE Implementation: Implement and maintain HSE management systems for offshore construction and marine projects
  • Risk Management: Conduct risk assessments, hazard identification, and job safety analysis for marine operations
  • Safety Monitoring: Monitor all offshore activities including diving operations, heavy lifts, pipe-laying, and vessel operations
  • Compliance: Ensure compliance with international standards (ISM Code, SOLAS, MARPOL) and client HSE requirements
  • Incident Investigation: Lead investigation of incidents, near-misses, and hazardous occurrences
  • Safety Training: Conduct HSE inductions, toolbox talks, and specialized safety training for offshore personnel
  • Audit & Inspection: Perform regular HSE audits, inspections, and emergency drill evaluations
  • Contractor Management: Monitor and audit subcontractors' HSE performance
  • Reporting: Prepare and submit daily, weekly, and monthly HSE reports
  • Emergency Response: Act as emergency response coordinator during offshore incidents

Qualifications & Experience:

  • Bachelor's degree in Engineering, Safety Management, or related field
  • Minimum 8+ years of HSE experience in offshore construction/marine projects
  • Proven experience in:
  • Offshore platform construction
  • Subsea operations
  • Marine vessel operations
  • Heavy lift operations
  • Comprehensive knowledge of:
  • Offshore safety regulations
  • Marine construction methodologies
  • Risk assessment techniques

Mandatory Certifications:

  • NEBOSH International General Certificate (or equivalent)
  • BOSIET/FOET with CA-EBS
  • OPITO/HUET Certification
  • Offshore Medical Certificate
  • First Aid/CPR Certification

Preferred Qualifications:

  • NEBOSH Diploma in Occupational Health and Safety
  • Internal Auditor Certification (ISO 45001, 14001)
  • Marine Safety Specialist Certification
  • Incident Investigation Certification

Technical Skills:

  • Proficiency in HSE management software
  • Strong knowledge of marine construction safety
  • Experience with behavioral safety programs
  • Familiarity with permit-to-work systems
