**Key Responsibilities**:
- **Cost Estimation and Budgeting**:
- Prepare detailed cost estimates for civil engineering components of oil and gas projects, including earthworks, foundations, roads, drainage systems, and structural works.
- Analyze project specifications, drawings, and tender documents to produce accurate and competitive estimates.
- Develop and maintain cost databases, including material, labor, and equipment rates.
- **Quantity Take-Offs (QTO)**:
- Perform detailed quantity take-offs from engineering drawings and specifications.
- Ensure accurate measurement of quantities for tendering, procurement, and construction purposes.
- **Tendering and Bidding**:
- Assist in preparing tender documents, bill of quantities (BOQ), and pricing schedules.
- Evaluate subcontractor and supplier quotes and provide recommendations.
- **Cost Monitoring and Control**:
- Monitor project budgets, track expenditures, and prepare cost reports.
- Identify cost variances, risks, and recommend corrective measures to stay within budget.
- **Contract Administration**:
- Assist in the evaluation of contract claims and variations.
- Ensure adherence to contractual terms and conditions.
- **Collaboration and Communication**:
- Work closely with project managers, engineers, procurement teams, and clients to ensure alignment on project costs and schedules.
- Provide regular updates and reports on project cost performance.
- **Compliance and Standards**:
- Ensure compliance with industry standards, local regulations, and company policies in all cost-related activities.
- Adhere to health, safety, and environmental (HSE) standards during project execution.
- **Value Engineering**:
- Identify opportunities for cost savings and value engineering without compromising quality or safety.
**Qualifications and Experience**:
- **Education**:
- Bachelor’s degree in Civil Engineering, Quantity Surveying, or a related discipline.
- **Experience**:
- Minimum 5-8 years of experience as a Civil Quantity Surveyor/Estimator, preferably in the oil and gas industry or large-scale industrial projects.
- Proficiency in handling civil works such as earthworks, concrete structures, and infrastructure relevant to oil and gas facilities.
- **Technical Skills**:
- Proficiency in quantity surveying software (e.g., AutoCAD, Primavera, MS Project, or similar tools).
- Strong knowledge of cost estimation techniques, construction materials, and local market pricing.
- Familiarity with standard forms of contracts (e.g., FIDIC, NEC).
- Advanced Excel skills and ability to work with cost management systems.
