Manama, Bahrain US Commander, Navy Installations Full time

**Duties**:
**Planning, Directing and Executing the FFR Program for Respective Installations**:

- Delivers a highly diversified FFR program that includes MWR, Housing, FFSP, Support Services, and CYP programs. These programs and services are designed to improve the morale and welfare of all military personnel and support the Navy’s objectives of retention & readiness.
- Monitors, supervises, and evaluates FFR programs at the installation level, ensuring high quality products and services are provided to active duty military personnel, family members, military retirees and DoD civilians.
- Ensures all products and services are delivered within the regulations and policies established by the DoD, DON, CNIC, and CNREURAFCENT.
- Serves as the primary advisor and representative to the Installation Commander on all matters pertaining to the current and future delivery of Quality of Life (QOL) programs.
- Works closely with the appropriate Regional Program Manager on all matters pertaining to the planning, programming, budgeting and execution of N9 services.
- Maintains liaison with senior management by keeping the Commanding Officer and Regional Program Director apprised of important developments.
- Conducts studies of policies that should be established to enhance operational effectiveness, and makes recommendations to the respective Regional Program Managers.
- Acts as the FFR liaison on complex and delicate problems having public relations, DON, or Regional implications that reflect on services and programs.
- Establishes, coordinates and monitors FFR operations and programs which provide services in support of the installation and local Navy community.
- Evaluates programs to ensure high quality products, services and programs are provided which meet the needs of patrons and are delivered within the regulations and policies established by higher authority.
- Originates and/or reviews official and unofficial correspondence pertaining to the FFR programs for which the incumbent is responsible
- Ensures maintenance and repair work orders are submitted for all facilities and equipment installed and assures continuous follow up until work is completed.
- Promotes and markets all programs to plan, develop and provide a comprehensive marketing, sales and promotion program, and commercial sponsorship program, designed to reach, inform and attract authorized FFR patrons to services and programs.
- Evaluates suggestions from the Recreation Council/Committee, Family Advocacy Committee, Family Readiness Group, Ombudsman and other boards/committees as appropriate.
- Ensures compliance with fire, safety, sanitation, security and environmental regulations which includes the administration of comprehensive Safety, Hazardous Materials and Occupational Health Programs.

**Supervisory duties comprise**:

- Directs work to be accomplished by staff.
- Conducts annual performance reviews of staff.
- Participates in section staffing decisions.
- Ensures staff receives proper training to fulfill requirements of their positions.
- Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s).

- Directly supervises six (6) Installation Program Managers in various programs at the NF-04 (GS-12 equivalent), GS-11 and GS-13. Provides second line/indirect supervision to 450 NAF/APF employees, local nationals, and military personnel.

**NAF and APF Budget Development**:

- Develops NAF and APF budgets for review and approval by Regional Program Managers/Program Directors. Ensures the propriety of resource expenditures, accurate inventories and controls for all FFR NAF and APF property, and the sound overall economic operation of N9 activities through regular analysis of financial assets and liabilities.
- Conducts regular inspections of plant, property, and equipment and recommends facilities improvements and program enhancements.
- Maintains budget records for all activities through subordinates and in collaboration with N94 NAF Regional Business Office.
- Reviews monthly operating statements and keeps the Installation Commanding Officer and Regional Program Managers informed of budget deviations and/or less than satisfactory operating results.
- Executes approved budgets including purchase of merchandise, supplies and property for all FFR activities under the operational cognizance of the Commanding Officer and administrative cognizance of the Regional NAF Fund Administrator.
- Ensures monthly inventories of all resale activities, and annual inventory of NAF and APF property, and responsible for all N9 NAF and APF property and merchandise at the installation.
- Reviews and recommends approval of claims concerning losses.
- Implements monetary control for the handling and safeguarding of all cash.
