Head of Infrastructure

The role is responsible for setting implementation tactics to execute the department strategy, in addition to the Planning and Deployment of Infrastructure and its information systems by providing direction and ensuring the adequate execution required for successfully meeting the organizational needs and objectives within requisite timelines, budget and as per best practices standards as well as ensuring meeting our obligated SLAs and KPIs.

Also, lead Infrastructure Network teams for the development, upkeep, continual review, analysis and oversight of Infrastructure performance to ensure Infrastructure reliability, and availability to achieve effective service delivery and network connection.

Primary Responsibilities:

Strategic

• Develop and drive Infrastructure strategy and its strategic initiatives in alignment with BNET corporate strategy and oversee execution
• Identify strategic initiatives for the department and contribute to the overall strategic initiatives for the function aligned to the Organization Strategy
• Monitor and report performance against strategic initiatives and set KPIs

Financial

• Work closely with the division Head to prepare Capex and Opex budget for Infrastructure Development & Operations while ensuring operational efficiency and sustainability
• Closely monitor adherence to the budget for the department. Analyze deviations and take corrective course of action
• Strive continually for cost optimization by deriving long term implications of the business strategy and organizational requirements

Operations

• Derive implications from passive access network strategy and develop the planning and design strategy for the long term and short-term business needs and priorities
• Ensure that setup and design of the passive access network architecture, blueprint and fundamental technical guidelines are continually improved and updated, as to evolve the services to exceed customer's expectation
• Implement forward-looking planning, review analysis of passive access network demand to identify trends and improvement/innovations opportunities
• Review, design and propose enhancement plans in relation to the processes, resource allocation and cost optimization to achieve operational excellence, satisfactory customer experience and financial benefits
• Ensure and monitor planning, designing and execution of orders and projects related to development of passive access network and ensure compliance with best practices and government policies and to meet the set KPI/and target date
• Ensure all contractors' works are carried out as per BNET standards and guidelines and contractors are fairly and timely paid for what has been carried out on site.
• Empower all contractors with all required support on a timely manner and conduct performance evaluation on a monthly basis.
• Closely monitor work orders progress and ensure execution is achieved within the KPIs.
• Monitor adherence to procedures and controls at department level
• Ensure effective contractor management for the delivery of efficient support and services to the infrastructure, ensure adherence to contract obligations and conflict resolution
• Ensure the cross-unit alignment with peers in Digital Operations, Commercial Products, Cyber Security, Finance, Legal, and Procurement in addition to the departmental alignment with Network Management Centre.
• Develop and deliver in house solutions/products where applicable to Commercial and Consumer units.
• Identify continuous improvement measures and opportunities and redesign policies, processes, systems / structural programs and procedures for continuous improvement, covering all individual functional activities
• Identify infrastructure risks, develop mitigation plans and ensure timely implementation of the plans to ensure seamless operations
• Maintain department business continuity process (DPCP)
• Closely monitor, manage and assure the overall infrastructure Quality that includes regular generation of overall infrastructure performance, operational, audit, quality and regulatory reports to maintain world class infrastructure quality standard.
• Actively participate in the Joint Evaluation Committees (JEC) meetings to manage tender evaluation process and ensure the best offers with the maximum benefits to BNET are always selected
• Actively provide required information to internal and external auditors
• Developing business plans and ensuring annual budget allocation in a timely manner and closely monitoring all financial operations by conducting the GRN/ and capitalization on time
• Present infrastructure Performance, Major highlights and KPIs for Director, CTO and top management
• Ensure the accuracy and continuity of updating the centralized Data Bases and the infrastructure Inventory
• Regularly review, update and enhance operation support system in alignment with Digital Operations as per department needs.

People

• Identify training needs and nominate team members for training programs
• Ensure timely completion of PMR process for self and the department
• Continuously share the knowledge and understanding of the telecom industry and business trends
• Ensure active participation in employee engagement surveys

Qualifications

A Bachelor's degree in Telecom / Civil Engineering or related domains from an internationally recognized University is a must

Experience

8-16 years of passive access network experience, with a substantial proportion gained in a telecommunications business environment

4-7 years of experience as first line manager of a team related to passive access network
